TRR has released its revised version of the document it originally put out for consultation in May 2011 under the name Draft National Spectrum Planning and Allocation Policy. As a result of the constructive feedbacks received during the consultation period, TRR considered it appropriate to rename the document to Spectrum Planning, Allocation and Assignment Practices.

The revised and final version is now published on the Website and can be viewed below.

A regulation concerning radio spectrum fees in Vanuatu as required under the Act will be developed in collaboration with the Ministry of Infrastructure and Public Utilities for approval by the Minister.

On the 17th July 2012 the Telecommunications and Radiocommunications Regulator (TRR) and the Vanuatu Police Force (VPF) signed a memorandum of understanding (MOU) to collaborate on ensuring that the recently implemented 11x Emergency short-code numbers are free from abuse by the general public.

TRR attended the Pacific Broadband Forum 2012 from 26 to 28 July 2012 in Nadi Fiji. The Forum was jointly organized by the International Telecommunication Union (ITU), the Commonwealth Telecommunications Organisation (CTO), and the Pacific Islands Telecommunications Association (PITA). The Forum is hosted by the Ministry of Public Enterprises, Communications, Civil Aviation & Tourism, Republic of Fiji, with the support of the Department of Broadband, Communications and the Digital Economy (DBCDE), Australian Government, Pacific ICT Regulatory Resource Centre (PiRRC), and the Secretariat of the Pacific Community (SPC).

The Pacific Broadband Forum 2012, which targeted senior management of governments, key stakeholders and industry was a platform for policy makers and decision-makers of the Pacific Islands States and Territories met, reviewed, discussed and recommended steps toward broadband development in the Pacific region in particular. This Forum was held in back-to-back with the APT (Asia Pacific Telecommunity) Policy and Regulation Forum for the Pacific that was held from 23 to 25 July at the same venue. Vanuatu was represented by TRR, the Office of the Government Chief Information Officer and PiPP.

The document sets out the Practices to be followed by the Telecommunications and Radiocommunications Regulator in carrying out its responsibilities under the Act concerning radio spectrum management.

Two new fixed number ranges are introduced and assigned to Digicel Vanuatu Ltd and applies as of 31 August 2012. The +678 33 xxx will be used for services provided by Digicel to the i-GOV network and the +678 35 xxx for services provided by Digicel through other fixed line numbers. The updated National Numbering Plan is available for download. The ITU Notice of the introduction of new fixed number in Vanuatu will appear on ITU Operational Bulletin No 1014 of 15 October 2012.
