TRR carried out a 10-working days public consultation in August 2012 on amending the short code assignment rule, under the National Numbering Plan and Procedures, following the National Disaster Management Office (NDMO) request to operate a public information services through a short code number using voice or SMS services. NDMO wishes to use a short code number to provide public warning, alert dissemination and information collection through voice and SMS services. NDMO planned to get this service operational at the beginning of the 2012/2013 cyclone season.

TRR received submission from Digicel only that is classified as “Confidential”. Following TRR’s review of Digicel submission and a meeting with the National Emergency Response Group (NERG) including the Telecom operators, TRR publishes the Report on Public Consultation on Amending the Short Code Assignment Rule and releases Decision No 2 of 2012 – Instrument to amend the National Numbering Plan and Procedures.

TRR is opening up the 16X Short Code range to be assigned for Government and NGO public Information Services. The 16X short code range is classified as a Type B, meaning that calls are free of charge to the caller but the Government or the NGO will have to pay for the call origination. Services include voice and SMS services from any network. TRR assigned Short Code 166 for NDMO Information Services for the purpose of providing public warning, alert dissemination and information collection through voice and SMS services. NDMO is planning to implement this service for the first time in Vanuatu at the beginning of the cyclone season in Vanuatu in November 2012.

The Telecommunications and Radiocommunications Regulator (TRR), Alan Horne, initiated the Government of Vanuatu seeking a successor after he wrote to the Honourable Prime Minister at the beginning of April stating he wished to head back to Wales, UK in October of this year.The Honourable Caretaker PM has, on the 12th October, formally appointed Mr Ronald Box as Mr Horne’s successor. Ron will take over on the 1st December after a handover period with Alan Horne.

Following TRR public consultation on amending the short code assignment rule in August 2012, the 16X short code range is now open for Government and NGO public information services. The updated National Numbering Plan and Procedures October 2012 is now available for download.
