Managing Critical Internet Resources

The Internet plays a vital role in the economic and social development of Vanuatu. Appropriate and efficient management of the Internet infrastructure and resources is critical, and includes the internet infrastructure (root servers, exchange points, connections), IP addresses and domain names.

Progress update on the administration of .vu ccTLD

Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) has the ultimate responsibility for the management and the administration of the .vu
domain name space as established by the Telecommunications and Radiocommunications
Regulation Act No. 30 of 2009, and the “Vanuatu Domain Name Management and
Administration Regulations Order No. 206 of 2016”.

From beginning of 2016, there is much positive progress on implementing the appropriate
approach and sound mechanism that TRBR has in place on managing and administering the
Vanuatu Country Code Top Level Domain (.vu ccTLD). TRBR’s approach going forward is to
enforce the .vu regulation and especially at this time around, implementing Part 4, Section 13,
subsections 3 of the .vu ccTLD Regulation which stated that “the Registry Operator must not be
a Registrar and at the same time as the Registry Operator”. The Regulation continues to
emphasize that where a Registry Operator is appointed; the Registrars must also be accredited.

TRBR is currently at the stage of formalizing and finalizing the required procedures to engage the Registry, and ensure the Registrars are accredited.  Given the sensitivity of the valuable service,the domain name is providing, TRBR will continue to ensure that the required deliverables are delivered with due diligence and importantly, that does not cause online businesses interruptions.

TRBR is fortunate to work with one of the DNS expert, Mr. Keith Davidson of New Zealand.   Mr. Davidson is engaged to assist with expert advice to ensure that there is no disruption during the processes involved on working towards liberalizing .vu ccTLD domain name.

The .vu ccTLD regulation has been finalized and gazette.  With Mr. Davidson’s expert advice and guidance TRBR is currently undertaking the list of the activities below.

- consulting on the rules and policies of the .vu registration for both Registry and Registrar;
-Formalizing the Registry’s principles and Responsibilities including operational procedures;
-Consulting with the .vu service operator on the required actions going forward to transition period where required.

Through the ongoing collaboration with the current registry, registrar service operator, it is anticipated that by end of 2017, there is identified Registry Operator and the accredited Registrars.Through this ongoing collaboration but independent decision making, we hope that the Internet community in Vanuatu and at large, will see more valuable benefits of the .vu service in the coming years.

2nd round consultation paper on management of .vu country code Top Level Domain (ccTLD)

Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) has released its 2nd round consultation paper for public consultation to discuss and consider the intended future arrangement and management of .vu country code Top Level Domain (ccTLD).

TRBR has already consulted on the matter of .vu ccTLD management in October 2012. Very limited feedback was received at that time, and TRBR adjudged that the submissions were insufficient to support the implementation of any major ccTLD management changes.

TRBR has therefore developed a comprehensive draft regulation setting out the roles and responsibilities of the various participants in the domain management process in the future, and of the rules that shall generally apply.

Notice of Extension of Public Consultation on .vu Domain names Management and Administration Regulation

Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) wishes to inform .vu country code top level domain stakeholders, and interested persons/parties that the deadline for the consultation period for comment and input to the TRBR Public Consultation on the Vanuatu Domain Names Management and Administration draft Regulation, has been extended for another month.

The new consultation period end date is Friday 27th March 2015, at 4:00pm.

Consultation on Vanuatu Domain Name Management and Administration Draft Regulation

The Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) has, on Friday 19 December 2014, released its further Consultation Paper on a draft Regulation on Vanuatu Domain Name Management and Administration, for public input and welcomes and invites comments and feedback to this Consultation document from all interested stakeholders and parties.

TRBR is responsible under section 7 (4) (e) of the Telecommunications and Radiocommunications Regulations Act No. 30 of 2009 (“the Act”) for the management and administration (including the exclusive management and administration) of country code top level domain names for Vanuatu and domain name registration for Vanuatu.

TRBR has already consulted on the matter of .vu ccTLD management in October 2012.  Very limited feedback was received at that time, and TRBR adjudged that the submissions were insufficient to support the implementation of any major ccTLD management changes.  Since then, TRBR has undertaken considerable study into this issue and has been made aware of various views and concerns about expansion of the .vu domain market.  TRBR has also had the benefit of a number of discussions with TVL, as the current Registry operator, about how management of the ccTLD might develop in future.

TRBR has therefore developed a comprehensive draft Regulation setting out the roles and responsibilities of the various participants in the domain management process in the future, and of the procedures that shall generally apply. The draft Regulation is attached for public consultation at Annex D of the consultation document.  A graphic summary of the proposed new .vu ccTLD management structure appears at Annex B, but this is subject to the detail in the draft Regulation. TRBR is confident through its study, discussions and negotiations, with a range of parties that this approach is best fit for Vanuatu in that it will build a strong base for a competitive .vu domain market.

.vu country code Top Level Domain (ccTLD)

ccTLD (country code Top Level Domain) is the country code top level domain in the top level of the global domain name system, assigned according to the two-letter codes in the ISO 3166-1 standard codes for the representation of names of countries or territories.

The Domain Name System structure contains a hierarchy of names. The root, or highest level, of the system is unnamed. Top Level Domains (TLDs) are divided into classes, ccTLDs and gTLDs, based on rules that have evolved over time. ccTLD are associated with countries and territories. gTLDs are (with some exceptions) generic and global in nature.

Vanuatu's ccTLD is .vu

Telecom Vanuatu Limited (TVL) is the current .vu ccTLD Manager. Details on the registration and use of .vu domain may be acquired from the official TVL website http://www.vunic.vu/

Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) conducted a public consultation on the future arrangements of .vu ccTLD in October 2012.
