The Telecommunications, Radiocommunications and Broadcasting Regulator (TRBR), has completed its review of the Decision 02 of 2014 and Decision 01 of 2015 on the prescribe fees for radio apparatus licences. The review objectives are to consider;
- the changes as per the Telecommunications, Radiocommunications and Broadcasting Regulation Act No 30 of 2009 as amended by amendment 22 of 2018 (the Act);
- To review and establish a fair fee schedule as requested by few operators and licensees;
- to accurately describe different categorizes of radio apparatus devices; and
- to fulfil the requirement for review of the Radio Apparatus Licence fees decisions.
The Regulator believes that there are no major changes that requires a public consultation as most of the changes are to reflect the amendment of the Act.
The Telecommunications, Radiocommunications and Broadcasting Regulator (TRBR), has witnessed the rapid increase in the uptake of mobile, internet, Pay-tv and radio services in Vanuatu. It is now evident that the market is seeing an increase in the number of radiocommunications, telecommunications and Broadcasting devices and equipment from different vendors and suppliers. Some of which may be of low quality and may not be compliant with applicable international standards and requirements.
In 2018, the TRBR implemented the Telecommunications, Radiocommunications and Broadcasting Type Approval and Conformity to Technical Standards Regulation Order No.191 of 2018 (the Regulation) to overcome any present or potential problems as the result of importing low quality non-compliant Radiocommunications and Telecommunications Terminal Equipment (RTTE). Type approval is a process by which Information, and Communications Technology (ICT) equipment and devices, such as RTTE, is authorized for sale and use in a country (“approved”). It involves verification of the equipment against the applicable international standards and requirements to ensure that the ICT equipment or RTTE does not cause any interference, or long or short term damage to the radio and telco networks, the environment and also the consumers.
To date, the TRBR has received over 200 applications for Type Approval Certifications and it has come to TRBR’s attention that the certification process for this activity is time consuming and that it requires a lot of TRBR resources. Therefore, the TRBR wishes to inform all valuable customers about the introduction of the type approval certification and import permit processing fees for both the Manufactures and the Local Importers as per this Decision 01 0f 2020 on the Type Approval Certification and Import Permit Application Processing fees, for the Republic of Vanuatu.
The Telecommunications, Radiocommunications and Broadcasting Regulator (TRBR), has completed its review of Decision 1 of 2016 on Radio Spectrum fees and the High Value Spectrum band for the International Mobile Telephony (IMT) applications for the Republic of Vanuatu. The review objective is to;
- Fulfil the requirements to review Decision 1 of 2016 fees schedule in 2018, which was delayed till this year 2020.
- Capture the full range of high value spectrum bands that was not captured in the Decision 1 of 2016.
- Adopt additional spectrum for IMT application from the resolution of the World Radiocommunication Conference of 2015 (WRC-15), that have not been included in the Decision 1 of 2016.
The TRBR also in this Decision release frequency band in the 800 MHz range for IMT applications as increasing demand for use of mobile telephony and data services. The Regulator believes that there is no major change that requires a public consultation as most of the changes are to reflect the current demand of high value spectrum, and that most of the spectrum in this Decision are categorized within the high value bands from the WRC-15 Resolution.
