Terms and Conditions

Pacific ICT DAY Mobile Applications Pitch Competition 2017

TERMS AND CONDITIONS OF ENTRY

  1. Eligibility

1.1.         This Competition is open to all Vanuatu citizens.

1.2.         Employees of the Government of Vanuatu, TRBR and ITU are not eligible.

1.3.         Entries can be made by an individual or individuals constituted as a group.

1.4.         Where a candidate is a group, the group must nominate a team leader and at the time of entry, must identify to the TRBR the name and contact details of (1) the nominated group leader and (2) a deputy group leader as a reserve in the event the group leader leaves the group or is unavailable for any reason.

  1. Categories

2.1.         Entries can be hosted solutions or client/handheld applications, but must address one (1) of the seventeen (17) Sustainable Development Goals with focus on the following four (5) goals:

  • Gender Equality
  • Responsible consumption
  • Sustainable cities and communities
  • Climate action
  • Preservation of Culture
  1. How to enter this competition

3.1.         This competition is divided into two phases:

  1. A Registration and Pre-selection Phase: To be considered, interested candidates must enter a pre-selection submission no later than 31 April 2017, by visiting www.ictdays.gov.vu.
  2. The actual Pitch Competition Phase: Only pre-selected candidates will be invited to submit their full entry and to undertake the Pitch of their idea during Pacific ICT Days in May 2018; the deadline for submission of full entries will be 10 May 2017, with the actual pitch to be undertaken during Pacific ICT Days 17 and 18 May 2017. The winner will be announced as part of the 2017 ICT Awards ceremony.

3.2.         Entries must make reference to the Sustainable Development Goals and preservation of national culture as identified in 2.1.

3.3.         Entries and their corresponding submitted Applications must be in English only.

3.4.         Applications entered in this competition must be the original work of the candidate submitting it, and must be fully scoped and budgeted for at the time of submission, irrespective of whether it is commercialised or not.

3.5.         It is the candidate’s (or each group candidate in case of a group submission) duty to ensure that their entry complies with all applicable copyright legislations.

3.6.         Submissions as part of the registration and pre-selection phase should reflect the following, in no more than 500 words:

  • The category under which the application will be submitted.
  • The problem the solution seeks to solve.
  • Any annotations or diagrams.
  • How the solution works.
  • A scanned copy of the candidate’s (or group candidates’) passport(s) or official ID card(s).
  • A preliminary budget
  • A preliminary timeframe for development

3.7          Pre-selected candidates admitted to the Pitch Phase will be invited to further describe their Application in no more than 3,000 words, to include:

  • Any screenshots of app development.
  • Any application executable files.
  • Any updated annotations or diagrams.
  • A fully defined budget
  • A fully defined timeframe for development
  • Consideration of risks and issues
  • Identification of benefits
  • How you will promote the app in the community

3.8          On Pitch Day, pre-selected candidates will present the app to the judges in a 5 to 10 minute session, with a possible 2-3 minutes of follow up questions. The team is required to attend Pitch Day in person, unless you have prior approval from event staff. Please contact us if there are extenuating circumstances.

Your Pitch should:

  • Introduce your team
  • Introduce your app, its functional utility and problem space it addresses
  • Describe your app’s technology
  • Outline the budget
  • Outline the development timeframe
  • Outline the benefits to the community
  • Outline how you will promote the app

Your Pitch should be based on a PowerPoint slide deck.

We recommend you practice your pitch with a mentor, colleagues, or family member(s) who can provide feedback.

3.9          A candidate may enter this Competition once only.

  1. Copyrights and Intellectual Property

4.1.         Each candidate is responsible for obtaining their own legal advice in relation to copyright, patent, design and any other intellectual properties rights relating to their entry and its submission to the Competition, and also to ensure that their entry does not infringe any copyright or intellectual property rights of any third-party.

4.2.         Copyright and all other intellectual property rights in all entries remain with the candidates.

4.3.         Candidates agree to the fact that the competition procedure is not confidential, that the TRBR or its local partners for the purpose of this competition accepts no responsibility for protecting candidates’ proposals from disclosure, copying or infringement.

4.4.         Candidates undertake to keep the TRBR indemnified of any claims, charges or suits that may arise due to an alleged infringement of intellectual property rights. 

  1. The Judging Process

5.1.         Decision on entries submitted in accordance with 3.1 to 3.8 above will be made by a panel of judges who will act at their sole discretion, and their decisions which will be considered final by the TRBR will be based on the following criteria, in addition to the eligibility criteria listed above:

  • Definition and analysis of a problem your mobile app is addressing;
  • Functionality and features;
  • Use of open or sourced data feeds
  • Originality and coherence (overall experience of application);
  • Professionalism (the pitch);
  • The extent to which the application can improve peoples’ lives in the category submitted for; and
  • The extent to which the application could be relevant in Vanuatu.
  1. Prizes

6.1.         There will be only one winner in any one of the above categories.

6.2.         The TRBR shall provide a cash prize of VT100,000 for the winner (or winner group).

6.3.         The winner may be also be invited to attend the ITU Telecom world 2017 in Busan, South Korea to display its mobile approved and developed application.

6.4.         Candidates winning as a group in any of the above categories must nominate ONE (1) group representative to be sponsored for travel on behalf of the group.

  1. Other Terms

7.1.         The TRBR’s decisions in all matters in relation to this competition will be final.

7.2.         The TRBR reserves the right to reject any entry which does not comply with these terms and conditions or is against the spirit of this Competition.

7.3.         The TRBR reserves the right to cancel any category or the whole Competition itself where, in its opinion, the quality or quantity of entries is not considered sufficient.

7.4.         Each winner may be required to take part in reasonable publicity on behalf of the TRBR.

7.5.         The above prize is non-transferable and there shall be no cash payment in lieu.
