National Numbering Plan and Procedures
Increasing competition leads to more rapid innovation of telecommunications products and services; this in turn places further demands on the numbering resource, and demands its fair and efficient management.
Telecommunications Radiocommunications and Broadcasting Regulator's (TRBR) National Numbering Plan and Procedures provides a procedural framework for the telecommunications sector to ensure that numbers are allocated in an efficient and non-discriminatory manner. The National Numbering Plan and Procedures is aligned with various ITU-T Recommendations; especially ITU-T Recommendation E.164 and international best practices in the sector.
It outlines the management, administration, and governance of the National Numbering Plan of Vanuatu and describes TRBR’s role in it as per the Act, and pursuant to all Telecommunications Licenses issued to operators and service providers.
Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) is actively monitoring compliance with the National Numbering Plan and Procedures to ensure that the management of numbering resources is appropriate and responsive to the changing needs of the operators and end-users, and to ensure that the numbering arrangements reflect current industry practice.
Rights and Responsibilities
Numbers are national resources and are allocated, managed and reserved in accordance with the principles contained in the National Numbering Plan and Procedures. Vanuatu as a Nation retains the ownership of the national numbering resources.
Application for Numbers
Only licensed service providers may apply for allocation of the rights to use a number range. Only service providers that have achieved the target utilization for previously allocated rights to use of numbers blocks for the intended service, or those launching a new service may apply for an allocation.
