The Telecommunications, Radiocommunications, and Broadcasting Regulator (TRBR) of Vanuatu has observed significant growth in the broadcasting sector but continues to address interference complaints affecting licensed broadcasting stations and telecommunication networks. To resolve these issues, TRBR has developed a Broadcasting Technical Guideline to standardize signal quality, ensure fairness, and align with international standards like ITU, Australian, and New Zealand standards.

The guidelines emphasize the critical role of Quality of Service (QoS) in both television and FM sound broadcasting. For television, QoS ensures high-definition visuals, reliable signal coverage, and adherence to broadcasting standards, while FM sound broadcasting focuses on delivering clear, high-fidelity audio with minimal interference. Proper equipment maintenance and interference mitigation are vital components of this effort.

Under the Telecommunications Radiocommunications and Broadcasting Regulation Act No. 30 of 2009, TRBR regulates broadcasting in Vanuatu, including issuing licenses for radio transmitting devices. These guidelines outline mandatory technical requirements for public, commercial, and community broadcasters using broadcasting service bands. They address spectrum management, interference mitigation (per ITU-R SM.329-9), and planning new or modifying existing transmission facilities to promote efficient and interference-free broadcasting services.
