Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) has released its decisions on the findings, and Orders, described in this document relating to Speedcast Pacific Ltd’s complaint against Interchange Ltd and wider issues of concern to TRBR with respect to the supply arrangements, pricing levels and extent of effective competition within the Wholesale International Internet Services Market in Vanuatu.
This Determination was made following consultation, with a limited number of relevant service providers, on 23th July 2015, relating to Speedcast’s Complaint and subsequently, on 31st March 2016, when TRBR issued its “Draft Findings Relating To The Wholesale International Internet Services Market And Speedcast’s Complaint Against Interchange Limited” where TRBR sought further comments and feedback from a limited number of relevant industry participants, including some specific service providers and the Government, prior to issuing this Determination.
This Determination needs to be read in conjunction with Order No.3 of 2016 which enforces various matters in relation to TRBR’s findings.
Some parts of TRBR’s Determination have been redacted due to the confidential and commercially sensitive nature of some of the information contained within.
