The Telecommunications, Radiocommunications and Broadcasting Regulator (TRBR) officially opened consultations Thursday 3rd September 2026 for its upcoming Strategic Plan 2027–2031 at the Warwick Le Lagon Resort in Port Vila.
Gathering key representatives from government ministries, telecommunications operators, radio and television broadcasters, NGOs, and civil society, the workshop marks a critical milestone as the current 2022–2026 strategic framework concludes. The initiative aims to design a forward-looking roadmap centered around the theme, “Building a Trusted, Inclusive and Resilient Digital Communications Ecosystem for Vanuatu.”
Addressing attendees, TRBR Regulator Jesse Benjamin emphasized that the upcoming plan must address rapid technological shifts—including satellite connectivity, artificial intelligence, cybersecurity, and emerging digital platforms—by fostering agile and collaborative regulation.
The draft Strategic Plan 2027–2031 is structured around five core pillars:
· Modernized Governance & Regulatory
· Infrastructure Resilience & Hybrid Connectivity
· Market Dynamics, Spectrum Evolution, QoS & Fair Competition
· Digital Trust, Safety & Consumer Protection
· Universal Access & Community Inclusion
Regulator Benjamin stated that stakeholder engagement is vital to ensuring the framework reflects operational realities, aligns with national development objectives, and serves community interests.
Participants engaged in collaborative group discussions to evaluate the pillars, challenge assumptions, and provide practical feedback to shape the final strategy.
In addition to the strategic planning sessions, a highlight of the programme features the official launch of the Broadcasters Code of Practice (2026 Amendment).
Regulator Benjamin described the launch of this Code of Practice as a milestone that underscores TRBR's ongoing commitment to raising professional standards, upholding responsible broadcasting, and serving the public interest across Vanuatu's media landscape.
TRBR calls on all public and private sector partners to maintain active collaboration as the final details of the 2027–2031 Strategic Plan are synthesized in the coming months.
