The Office of the Telecommunications, Radiocommunications and Broadcasting Regulator (TRBR) is inviting revised proposals from power vendors that have participated in the tender for the provision of power for the Shared Telecommunications Tower Infrastructure on the Island of Akhamb, South of Malekula. This invitation extends to other vendors who are also interested in this opportunity.
The Shared Tower Infrastructure is a piloted project, jointly supported by the United Nations Capital Development Fund (UNCDF), the Vanuatu Government through the Department of Communications and Digital Transformation (DCDT), and the Office of the TRBR.

Radio apparatus Licenses for Aeronautical, Aircraft, Amateur, Broadcasting, Maritime, Land Mobile, and Satellite (VSAT) Services must ensure compliance with section 12(2) of the Telecommunications Radiocommunications and Broadcasting Regulations Act No.30 of 2009 (as amended), and must be renewed by February 28, 2025. Failure to renew may result in penalties.
The Office of the Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) was established by an Act of Parliament called the Telecommunications and Radiocommunications Regulation Act 2009 (“the Act”). The Act mandates TRBR to regulate the telecommunications and radiocommunications sector.
With a Vision to establish “A communications environment that enriches the social, cultural, customs and commercial fabric of Vanuatu;” the Regulator leads, guides, directs and manages the Office of TRBR in order to achieve the objectives of the Act and implement relevant Government Policy as required. Section 7 (5), provides for the Regulator to have a separate and independent legal personality and under the name ‘Telecommunications and Radiocommunications Regulator ‘TRR’, may conduct business independently.
While the telecommunications sector in Vanuatu is vibrant and sophisticated for a country of its size, the Office of TRBR is still a relatively new institution and the new Regulator must continue to build on the strong professional relationships TRBR now has with its stakeholders; including GOV, the Minister responsible, the Office of the Government’s Chief Information Officer (OGCIO), relevant Government institutions, industry, and the business community, especially service providers and operators and, ultimately, the consumers. Further, the Regulator needs to capitalize and build on the recognition TRBR has amongst its peers as being the benchmark and leading regulator in the region.
Expressions of Interest (EOIs) are now invited from qualified individuals with experience and skills to fulfill the role of Regulator, and in administering TRBR in performing its powers and functions under the Act. The candidate must have relevant and extensive wide ranging demonstrable experience to carry out the work as stipulated in the following sections. Ni-Vanuatu citizens are strongly encouraged to apply for this position.
The Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) wishes to inform and remind all Radio Apparatus Licence Holders of radio equipment installed on-board marine vessels, aircraft and on land, whose licences have not yet been renewed for 2016, of their obligations to have their radio licences renewed and the prescribed fees paid NOW.
This fee and the associated licence is applicable in accordance with the Telecommunications and Radiocommunications Act No. 30 of 2009 (the “TRR ACT”), the Radio Licence, Spectrum Licence (Fees) Regulation Order No. 153 of 2012 (the “Fees Regulation”) and the decision 02 of 2014.
You are hereby reminded to ensure that you have your radio licences renewed as soon as possible and to do so no later than the end of the year 2015 (COB Thursday 31h December 2015).
TRBR further wishes to advise that after the dateline, of Thursday 31st December 2015. For non-compliance, anyone found to be knowingly operating a radio station on board a marine vessel, an aircraft or on land, after Thursday 31st December 2015 and without a valid radio station licence issued by TRBR is in breached of the TRR Act and the Fees Regulation, and may be subject to a penalty and or fine. TRBR will continue to monitor and will commence its physical investigation on those that have not complied with the Act in early 2016.
