On 14 November 2012, TRR has issued a Regulation on Radio Apparatus and Spectrum Licence (Fees) 2012. The purpose of this Regulation is to establish a framework for the prescribing and enforcement of fees and charges in respect of radio apparatus licences and spectrum licences.

The prescribing of licence fees and their enforcement is two-fold:

To ensure that spectrum usage is properly managed, ensuring that anyone using radio transmission equipment pays a nominal fee for the right to use the national resource; and

To ensure that the cost of the spectrum administration is recovered. This also ensures that only those who use the spectrum pay the fees and for spectrum management and the administrative costs of the Regulator is not allocated by the Government from the national budget.
