First Pacific Islands capacity building workshop on Child Online Protection – Outcome Report

Following a successful and first Pacific Island Capacity Building Workshop on Child Online Protection (COP) and the National Cybersecurity Framework from 22-26 September 2014, the ITU has compiled an outcome report outlining key highlights of the event. Click here to view the  report.

The workshop attracted almost 100 participants, including delegates from the Pacific Island States. It comprised of policymakers, business leaders and representatives from civil society, who were able to share information and define a way forward to consolidate the activities towards a regional framework for cooperation on COP.

Consultation on "Telecommunications Class Exception"

On 8th April 2015, TRR released a Consultation Document: draft "Telecommunications Class Exception from Holding a Licence for On Premises Supply of Wi-Fi Internet Connectivity by Hotels, Cafés, Bars, Clubs, Restaurants and Like Businesses for public comment.

The consultation document was developed purposely to address the those hotels, cafes, Bars, Clubs, restaurant and like business that provide Wi-Fi internet connectivity to their customers, so as to provide an Exception from holding a telecommunications licence for the provision of these services.

MOE hands Over ‘Classroom without Walls’ Aptus device to TRR

Aptus or the ‘Classroom without Walls’ is a small mobile wireless device developed by the Commonwealth of Learning. It is of very low power and can be charged from any standard USB charger. Importantly, it does not require any connectivity and operates on an integrated wireless router that enables teachers and students access to rich educational digital materials.

On Tuesday the 7th of April 2015, the Minister of Education, Honorable Bob Loughman, , handed over twenty( 20 ) of these devices to the Telecommunications and Radiocommunications Regulator (TRR) as part of the Government’s Universal Access Policy (UAP) Programs currently being implemented by TRR. This handing over ceremony was witnessed and attended by Mr. George J Maeltoka, the PEO – Higher Education, and Vanuatu’s Commonwealth of Learning (COL) Focal point contact person, and the Executive Officer to Ministry of Education’s Director General’s Office, Mr. Yoan Mariasua.

Consumer Handbook

The TRR Community Consumer Champion is an initiative which TRR initiated, aimed at establishing and having Champions assist TRR in, firstly, raising their own awareness, and then to assist TRR in its role of raising awareness, education and empowerment of the community, on telecommunications ICT services, under guidance from TRR.  To assist them with their role, the Community Consumer Champions Handbook was prepared for them.

Vanuatu TRBR Request for Expressions of Interest - The Regulator

The Office of the Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) was established by an Act of Parliament called the Telecommunications and Radiocommunications Regulation Act 2009 (“the Act”). The Act mandates TRBR to regulate the telecommunications and radiocommunications sector.

With a Vision to establish “A communications environment that enriches the social, cultural, customs and commercial fabric of Vanuatu;” the Regulator leads, guides, directs and manages the Office of TRBR in order to achieve the objectives of the Act and implement relevant Government Policy as required. Section 7 (5), provides for the Regulator to have a separate and independent legal personality and under the name ‘Telecommunications and Radiocommunications Regulator ‘TRBR’, may conduct business independently.

While the telecommunications sector in Vanuatu is vibrant and sophisticated for a country of its size, the Office of TRBR is still a relatively new institution and the new Regulator must continue to build on the strong professional relationships TRBR now has with its stakeholders; including GOV, the Minister responsible, the Office of the Government’s Chief Information Officer (OGCIO), relevant Government institutions, industry, and the business community, especially service providers and operators and, ultimately, the consumers. Further, the Regulator needs to capitalize and build on the recognition TRBR has amongst its peers as being the benchmark and leading regulator in the region.

Expressions of Interest (EOIs) are now invited from qualified individuals with experience and skills to fulfill the role of Regulator, and in administering TRBR in performing its powers and functions under the Act. The candidate must have relevant and extensive wide ranging demonstrable experience to carry out the work as stipulated in the following sections. Ni-Vanuatu citizens are strongly encouraged to apply for this position.
