ICT Programs under UAP

Request for Proposal – UAP Computer, Electrical goods and services

TRBR is seeking submissions from qualified individuals or companies to contract with TRBR for the provision of several tenders. This is the first of three scheduled groups of tenders for assorted goods and services related to the UAP programme. These programs are funded by the Australian Government through donor funding to the UAP Fund of which TRBR is the trustee.

Bidders wishing to submit their proposals MUST read and complete the appropriate tender(s) forms available at TRBR, in order to be considered eligible.

A new Dawn in Education - ICT enabler

Responding to an unprecedented nationwide demonstration of interest and enthusiasm, the government of Vanuatu is set to announce the first candidates to receive ICT access, computer labs and tablets for schools throughout the country.

The Government’s Chief Information Officer, Mr Fred Samuel said “we received hundreds of applications, and now we have responded to them. The Government is proud to support this work; and we haven’t seen unity of purpose and commitment like this since independence. We have a long road ahead of us, but the first steps are critical, and it’s great to get started. We thank the Ministry of Education, Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) and the Australian Government, through its Governance for Growth (GfG) programme for its support and contribution”.

TRBR receives more than 300 Grant Application submissions

The Office of TRBR has received an overwhelming response to these UAP project initiatives following the July 18th submission deadline, with over 300 applications being submitted.

TRBR is now processing and accessing the applications and will shortlist successful grant applications for the UAP programs. The list of successful grant applications will be made public in due course.

Extension to the UAP/ICT Programs application deadline

Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) is extending the submission deadline for the Universal Access initiated Information & Communications Technology(ICT) programs from Friday 20th of June 2014 to 18th of July 2014. The deadline has been extended due to feedback that applicants need more time to discuss, plan and complete their application forms; particularly those in rural and remote areas.


We sincerely thank those applicants who have provided their submissions on time. However, TRBR acknowledges and recognizes the great disparity in services that exist within each of the six provinces of Vanuatu, which will disadvantage some potential schools, communities and businesses as applicants, from others. The overall core objective of the Universal Access Policy (UAP) initiative through these programs is geared towards provisioning of universal access to and rollout of, telecommunication services coverage to 98 percent of the population throughout Vanuatu.


For fairness, equity and balance, and to ensure that everyone is given a realistic and practical opportunity to apply, as well as ensure the Government’s UAP objective is met, TRBR is seeking to obtain as many grant application submissions as possible, throughout the country. That is why we have decided to extend the submission deadline to 4:00 pm on Friday, the 18th of July 2014. All applications must get to TRBR office before that final deadline. The extension will also provide an opportunity for those communities in the very remote areas, who are desperately in need of such service, but are not able to submit an application merely because of its short time frame deadline that has to be met.


Given the additional extension, TRBR encourages that all interested schools, communities and businesses ensure that they thoroughly understand the criteria outlined in the application forms and contact TRBR office if they require any support in filling the forms, or to seek any further information.

TRBR launches 3 New ICT Programs

The office of the Telecommunications Radiocommunications and Broadcasting Regulator (TRBR), as the implementing agency to the Government’s Universal Access Policy (UAP), has today, 19 May 2014, launched three new Information and Communication Technology (ICT) programs developed particularly to promote the use of ICT in schools and communities throughout Vanuatu.
