TRR has, today Friday 7 June 2013, released its Consultation Document on a Nominated Service Provider (NSP) Reference Interconnection Offer (RIO) paper, termed an NSP RIO, for public comments. This Consultation Document has been developed to facilitate future Interconnection Agreements within Vanuatu, and to also cover existing interconnection arrangements for licensees with Digicel and TVL.

It is a high likelihood that TRR will designate Interchange Limited dominant in the Submarine Cable access once the Cable lands in Vanuatu. As such this document is intended to cover interconnection arrangements with the Submarine Cable as well. In addition, TRR envisages that it will designate Interchange Limited as an NSP and will require Interchange Limited to adopt this document once the Submarine Cable arrives in Vanuatu.

The NSP RIO will form the basis under the Act for parties to negotiate an Interconnection Agreement in accordance with the relevant sections of the Act.

The deadline for public comments is Friday 19 July 2013, 4 pm.
