The purpose of this document is to inform stakeholders about the management, administration, and governance of the National Numbering Plan of the Republic of Vanuatu by the Telecommunications and Radiocommunications Regulator (TRR) as outlined in the Telecommunications and Radiocommunications Regulator Act no. 30 of 2009 (the Act).

S57 (3) of the Telecommunications and Radiocommunications Act, 2009 stated that the Regulator must produce financial statements in accordance with international accounting standards which are to be audited annually by an independent qualified auditor and the copy of the auditor’s report and financial statement are to be provided to the Minister.

The Telecommunications and Radiocommunications Act 2009 (“the Act”) provides for TRR to estimate the amount of the Universal Service Levy for a forthcoming year. (s19(6)(a)).

The Regulator had designated Digicel dominant under clause 10.3 of its Licence. Under clause 10.3 of the Licence, it provides that Digicel may request the Regulator to determine its dominance position even if Digicel has been designated dominant under clause 10.1 and 10.2 of the Licence.
In June 2009, the Regulator designated Digicel dominance (pursuant to clause 10.1&10.2 Licence) in the market for retail mobile services and wholesale market for termination of calls on Digicel’s network. Later in 2011, Digicel requested the Regulator to review the dominance under clause 10.3. After reviewing Digicel’s position in that markets, Regulator is satisfied that Digicel still dominant under clause 10.3 of the Licence.
