TRR has developed its 2014 and onwards Work Plan. It clearly outlines our priority projects, and lesser priority (but important) projects, as well as TRR goals and objectives.
Recognizing that we have a suite of high priority issues to address, our key focus for 2014 is on implementation of the Government’s recently established Universal Access Policy. The Work Plan recognizes and links with the Government’s 2013 National ICT Policy.
TRR recognizes the need to keep all appropriate parties informed of its Work Plan activity, and we will regularly and actively monitor TRR priorities, projects and tasks. This Work Plan has a forward looking focus. It is updated annually to indicate current and future work that TRR is undertaking and has a focus on, or will be undertaking in the near future.

The Fiber Optic Submarine Cable landed in Vanuatu late in November 2013. Testing and configuration have been conducted, and commercial negotiations are in hand regarding connectivity to the cable. We note that some licensees and others have posted comments in social media raising their concerns. Below TRR’s official response to the social media comments.

TRR invites eligible and qualified Accountants and Auditors to indicate their interest in providing the above mentioned services. The Successful Firm will provide audit services to TRR for the financial years 2013-2015 subject to the satisfactory performance.

On 4th September 2013, TRR released its draft analysis on the revision of TVL’s dominance in the retail mobile market. TVL is a dominant player in various telecommunications market, including fixed and mobile retail market. TVL was designated dominant, inter alia, in the retail mobile market in March 2008 by the interim Regulator at that time. TVL’s dominance was made under clause 10.1 and 10.2 of its Licence.
On 4th February 2013, TVL requested TRR to review its dominance position in the retail mobile market pursuant to clause 10.3 of its Licence. TRR has undertaken its analysis, and has released its draft preliminary analysis for consultation. This has limited to both TVL and Digicel only, before TRR makes a decision under the Telecommunications and Radiocommunications Regulation Act 2009. Importantly however, TRR’s decision will be made public.
A similar analysis was made by TRR for Digicel after Digicel requested, in April 2011, a review of its dominance position (as designated in 2009) in the retail mobile market and wholesale market pursuant to clause 10.3 of its Licence. After conducting the review and analyzing the evidence, TRR, on 16 July 2012, issued its decision, upholding the designation Order which designating Digicel continue to be dominance those markets pursuant to clause 10.3 of its licence.
